Patient C was a blonde girl who was quarantined in the Deep Sea Science Lab by KND scientists who were convinced she had C.O.O.T.I.E.S.. Cree, looking to cause trouble, set her free, and everyone in the lab fell into panic. Sector V was called in to deal with her, not understanding why she was considered a threat at all. Patient C is rather "un-creepy", saying things like "Hello" and "You're funny" in a very typical manner. While she was mostly composed in nature, she was notably freaked out when she saw Numbuh 4's allergic reaction to coconut.
At the end of the episode (during the credits), she is seen trying to befriend the scared KND operatives. It was revealed that Patient C was the sister of Numbuh 59, when Numbuh 74.239 tells him that guys couldn't get C.O.O.T.I.E.S. from their sisters when Patient C touched her cowering brother who was hiding behind a wall. She was freaked out by her brother screaming and ran off.

- Her clothing and disturbing demeanor, as well as the submarine nature of the place she is imprisoned, make her very similar to the Little Sisters of the BioShock series of video games, even though BioShock wouldn't be released until a year after the episode she was in was released.
- Patient C's design bears a strong resemblance with another girl who was introduced in Operation: O.F.F.I.C.E., one of the background characters in the KND series,
- The Background Girl has pearl blue eyes, shorter hair, pinker skin, lacks a bow, wears sandal, and is around Numbuh 4's size. In comparison, Patient C has more yellow skin, light blue eyes, longer hair, has a bow, wears Mary Janes, and is around the height of an average KND operative.
- She also bears a resemblance with a brunette girl who most notably appears in Operation: E.L.E.C.T.I.O.N.S., though their color schemes are much different.
- Patient C also bears a strong resemblance to one-time Peanuts character, Janice Emmons which is similar to Lila from the same series.
