Cleveland is the city where many of the major characters of Codename: Kids Next Door live, and where several events of the show take place. It is located in Virginia state, as evidenced by the initials for Sector V.
The layout of the city is unknown, but in numerous episodes, it is shown to be a massive city, consisting of a large number of people. It appears to be situated near a large river.
The city's name, though not said aloud for a good majority of the series nor written in many locales, was first mentioned in the episode "Operation: A.R.C.H.I.V.E.", where it was founded as the "first adult paradise" after the adults were banished from Childland according to Numbuh 1.
The city is most likely the base of operations for Evil Adult Industries.
The downtown area of Cleveland was heavily featured in the episode "Operation: D.O.D.G.E.B.A.L.L.", where it served as the basis for the battle between Wallabee and Joey Beatles and the Dodgeball Wizard.
At the beginning of "Operation: U.T.O.P.I.A.", Numbuh 1 was flying through and away from the city on his G.A.R.G.O.C.Y.C.L.E. to get away from Chester.
In "Operation: T.E.E.T.H.", Knightbrace had his former HQ there, and he is shown jumping across buildings after attacking Numbuh 3.
In "Operation: D.O.G.F.I.G.H.T.", the city was used as a basis for the battle between Numbuh 2, Ace and Mr. Washer.
In "Operation: F.A.S.T.-F.O.O.D.", Sector V chases the Sharks through the city.
In "Operation: P.R.E.S.I.D.E.N.T.", Numbuh 1 and Jimmy fly through the city while confronting the Jimmy Robot. This is the only episode so far that features the City Hall, where Jimmy is to meet the school board for negotiations.
In "Operation: V.I.D.E.O.G.A.M.E.", Numbuh 2 flies over the city in the C.O.O.L.B.U.S. while fighting Common Cold in the level "Operation: S.N.O.T.B.O.M.B.E.R.".

Discovery's Techwood Campus, where Cartoon Network handles its programming, is based there; it also explains the theme park reference via Fun Spot and Six Flags Over Georgia), Philadelphia (where Warburton was born), and Richmond (they share states and are situated near a river), among several other cities. Again, the reasoning for this is unknown.
